The name Wæm Yǐnna Æv is derived from the Constructi language, as Wæm Yǐnna Æv was founded by Ñaurondur Shesmê, who was culturaly Constructi.
Climate
Wæm Yǐnna Æv has a yearly average temperature of 18°C (64°F), with its average temperature during the summer being a pleasant 25°C (77°F) and its average temperature during the winter being a cool 11°C (51°F). Wæm Yǐnna Æv receives an average of 264 cm/y (103 in/y) of precipitation, most of which comes in the form of rain during the summer. Wæm Yǐnna Æv covers an area of nearly 5 km2 (2 mi2), and an average elevation of 2166 m (7106 ft) above sea level.
Overview
Wæm Yǐnna Æv was founded durring the late 18th century in late fall of the year 1673, by Ñaurondur Shesmê. The establishment of Wæm Yǐnna Æv was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Wæm Yǐnna Æv's construction back out of the project. Ñaurondur Shesmê pushed on reguardles, and Wæm Yǐnna Æv was finished, but starts off as a terible place to live.
Wæm Yǐnna Æv was built using the conventions of Constructi durring the late 18th century. Naturaly, all settlmentss have their own look to them, and Wæm Yǐnna Æv is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Wæm Yǐnna Æv is is constructed arround a series of crampt cobblestone mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town has a fortified albit thin brick wall. The wall has most of the feeatures of a typical castle wall, just on a much smaller scale and and budget. Notably brick isn't a particuarly soild choice for resisting siege weapons. Wæm Yǐnna Æv's wall wouldn't hinder a proper army, but it is more than sufishent for bandits and other small marauding groups. Wæm Yǐnna Æv's monster and outlaw focused fortifications are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.
Even the most brief look arround Wæm Yǐnna Æv has a good chance of putting a church or shrine into the center of your view. The town is most certainly a god fearing community. It’s also definitely a god loving community. THe streetcornors are occupied by preachers, with the occasional intersection playing host to an actually friendly debate relating to the merits of various gods. Even the less popular as well as the less politically loved gods seem to have a space in Wæm Yǐnna Æv, there’s even shrines to gods known to the region only through hearsay.
Civic Infrastructure
Wæm Yǐnna Æv has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Wæm Yǐnna Æv. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Wæm Yǐnna Æv's parks.
Wæm Yǐnna Æv has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Wæm Yǐnna Æv.
Wæm Yǐnna Æv has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Wæm Yǐnna Æv has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Wæm Yǐnna Æv has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Wæm Yǐnna Æv's public wards, blessings, and other arcane systems.
Wæm Yǐnna Æv possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Wæm Yǐnna Æv's grid is powered by a boiler and turbine based power plant.
Wæm Yǐnna Æv's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Wæm Yǐnna Æv has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Wæm Yǐnna Æv's natural decorations nor waterways.
Wæm Yǐnna Æv has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Wæm Yǐnna Æv has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
The locals are convinced that there is some terrible threat against them working from within their society. It may be a matter of dark sorcerers, foreign spies, traitorous neighbors, shape shifting monsters, or some other hidden evil. This evil may be a recent fear, or it may be an inherited peril they’ve always had to guard against. The danger itself may or may not exist, or if it exists it may not justify the steps being taken.
Wæm Yǐnna Æv's town hall was built using a different architectural style from the rest of the town. The style used has a sleek, linear appearance with stylized, often geometric ornamentation. The primary facade of its buildings often featured a series of set backs that create a stepped outline. Low-relief decorative panels can be found at entrances, around windows, along roof edges or as string courses. It was best known for its use of smooth finish building materials such as stucco, concrete block, glazed brick or mosaic tile. Decorative details can incorporate various artistic or exotic motifs to suit the building's function or the architect's whim. Chevrons, zigzags, and other geometrical motifs are common forms of ornament.
In Wæm Yǐnna Æv there is a constant smell of overcooked presumably ethnic food.
Wæm Yǐnna Æv's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves performance art to channel Augury energies of tier 1 via throat singing.

History
In time immemorial, reportedly some time during the late 2nd century Wæm Yǐnna Æv experienced an impossibly long, cold, and stormy winter unlike anything seen before. The worst of the disaster struck The storm coated everything in a thick layer of ice and freezing countless animals, plants, and people to death. Wæm Yǐnna Æv lost 142 people, and 320 livestock in the disaster.. The disaster is remembered as the Damnation Screams, after the sounds of the winds.
